(4) however, the majority of calls dont fall into these categories.
(5) using a cell phone in public places infringes on everyone. (6) at many locations where people gather signs explicitly state that cell phones should be turned off. (7) unfortunately, people dont always heed these signs. (8) the pleasure of a good meal in a restaurant is ruined when the person seated at the next table begins a loud conversation about plans for the night. (9) the cell - phone user may have resolved a personal issue, it was at the cost of the enjoyment of those nearby.
(10) even in places without signs that discourage cell - phone use, such as parks or municipal buses, cell - phone users need to take responsibility for limiting their conversations. (11) the quiet of a city park is all but lost when somebody carries on a long conversation. (12) a bus isnt necessarily quiet like a park, but people are trying to read papers and do work while they catch a ride. (13) i am not calling for a ban on all cell - phone conversations in public places. (14) there is also the driver to consider - maneuvering a large vehicle full of people takes a lot of concentration. (15) a measure that would cause people to take a moment and consider the impact of their cell - phone use would be of great benefit to everybody.
(16) unless i believe that self - policing of cell - phone use is appropriate. i do not agree with some people who have gone further. (17) engineers have designed devices that electronically disrupt cell - phone signals. (18) a person with one of these \jammers\ can create a no - cell - phone zone immediately around themselves. (19) even though this seems like a clever way.
